As a registered professional engineer, Mr. Flowers has been exposed to a diversity of engineering planning and design applications in the South Central coastal area of California. His general areas of expertise include: land planning and subdivision engineering; hydrologic and hydraulic evaluations of storm drainage conveyance systems; roadway design; water and sewer pipeline system design; site grading, paving and drainage design. He has specific expertise in the evaluation, planning and design of domestic water supply systems from source to service. Projects in the Santa Barbara area frequently require privately developed water supply systems, many of which have been dependent on Mr. Flowers for design of this critical feature. At the request of Santa Barbara County Health Care Services Department, he participated on committees which developed the County's Well Drilling and Domestic Water System Ordinances.

In the public sector, Mr. Flowers had substantial participation in preparation of the Design Study and Project Report for the Santa Ynez Sewerage Facilities Project (Clean Water Grant) and full responsibility for planning and preparing the Project Report for the Los Alamos Community Service District Water System Improvement Project (Farmers Home Administration). Both of these projects were successfully funded and completed.

Mr. Flowers participated as the firm's Principal-in-Charge of planning, design and plan preparation for the City of Santa Barbara's Rancho Arroyo Public Improvements Project and of planning and preliminary design of the City's proposed Outer State Street Traffic Mitigation Project - Phase III. He was the firm's Principal-in-Charge of planning, design, plan preparation, and construction contract administration for a local water district's 8-year capital projects improvement program.

Recent site development experience has been heavily weighted toward public school and other institutional projects. This has included grading, paving, drainage, accessibility, and infrastructure improvements at UCSB, Santa Barbara City College, Ventura College, Santa Barbara High School, Dos Pueblos High School, San Marcos High School, Carpinteria Middle School, numerous elementary schools, Devereux Santa Barbara, and Vista del Monte Retirement Complex. Roosevelt Elementary School, Devereux, and Vista del Monte involved phased-while-occupied reconstruction of entire campuses.
