Founded in 1977, Flowers & Associates, Inc. has provided comprehensive civil engineering services throughout the Tri-Counties region for nearly five decades. We have extensive experience in the planning, design, and construction administration of public and private sector transportation, infrastructure, and land development projects.
Our professional and technical staff bring broad expertise in project management, civil engineering, planning, studies, design, operations and maintenance, and construction services. This multidisciplinary experience enables us to guide projects efficiently from initial planning through final construction.
Headquartered in Santa Barbara, all engineering services are performed in-house, with field offices established only when required for construction projects. Our workload is evenly balanced between public and private sector clients, with the majority of our projects located within the Tri-Counties region.

We emphasize comprehensive site investigations, utility research, topographic surveying, geotechnical coordination, and early identification of critical project constraints.
