After graduating from the University of California, Davis, Mr. Williams began his engineering career with Bechtel Power Corporation in San Francisco, where he spent three years in the mechanical engineering group designing and overseeing the procurement and fabrication of mechanical systems for nuclear power facilities. His work included water treatment systems, pumping systems, and related infrastructure.
In 1976, Mr. Williams relocated to Santa Barbara and joined a civil and structural consulting firm, where he served as Project Engineer on more than 500 projects ranging from residential developments to large commercial projects. His experience included civil and structural design for private developments throughout California and engineering design services for a major national restaurant chain, with projects located throughout the United States.
Mr. Williams joined Flowers & Associates, Inc. in 1982 and became a Principal in 1985. Throughout his career with the firm, he has provided engineering services for a diverse range of private and public sector clients throughout Santa Barbara County, the surrounding region, and Northern California. His responsibilities have included project planning, public hearing representation, design, design management, construction administration, and construction review.
Mr. Williams’ technical expertise includes hydrologic and hydraulic analysis, flood modeling, water supply systems, sewage collection systems, water treatment and storage facilities, road and site grading, retaining structures, and roadway improvements. He also brings extensive structural experience, including the design and inspection of large residential, commercial, and institutional facilities utilizing wood, masonry, concrete, and steel construction.
With dual professional registrations and extensive experience in water resource development, Mr. Williams has focused much of his career on the planning, design, and construction of water supply and stormwater management systems. His experience includes water use studies, stormwater management evaluations, cost analyses, hydraulic sizing calculations, preparation of plans and specifications, and construction engineering services for both private developments and municipal facilities.
His water supply experience includes groundwater wells, pumping systems, transmission facilities, storage reservoirs, pressure regulation, fire protection systems, treatment facilities, and distribution networks. Treatment systems designed under his direction have included iron and manganese oxidation and reverse osmosis facilities. In addition to his design and construction experience, Mr. Williams served as Consulting Engineer for a local water district from 1987 through 1995.
Mr. Williams’ stormwater management experience includes residential, commercial, and municipal projects involving storm drain systems, detention facilities, mechanical and biological treatment systems, and large-scale desilting facilities designed to protect municipal water storage resources.
