After graduating from California Polytechnic State University, San Luis Obispo, Mr. Zemke began his engineering career with Penfield & Smith and Stantec before joining Flowers & Associates, Inc. A lifelong resident of southern Santa Barbara County, Mr. Zemke is committed to contributing his professional expertise to the communities where he was raised.

Mr. Zemke has developed extensive experience in the design and management of commercial, residential, public development, and infrastructure improvement projects throughout Santa Barbara, Ventura, and Los Angeles Counties. He effectively coordinates with clients, subconsultants, project teams, and public agencies to facilitate successful project delivery.

As a civil engineer, Mr. Zemke provides a broad range of design and project management services, including preparation of street improvement plans, bridge plans, water and sewer systems, storm drain systems, dry utility coordination, grading and drainage plans, retaining wall designs, and erosion control plans. He also prepares technical analyses and project documentation, including earthwork calculations, quantity takeoffs, cost estimates, specifications, SWPPP documents, hydraulic analyses, drainage studies, and stormwater quality reports. His technical experience includes the use of AutoCAD, AutoCAD Civil 3D, StormCAD, HydroCAD, and Retain Pro.

Mr. Zemke’s project experience includes a variety of complex private and public developments. Notable projects include the Cabrillo Business Park in Goleta, a 92-acre commercial/light industrial development adjacent to Santa Barbara Airport consisting of 22 lots and approximately 950,000 square feet of building area, and the Deckers Outdoor Corporation World Headquarters, which included four buildings and more than 550 parking spaces on a 14-acre site.

His hospitality project experience includes the Hilton Garden Inn Goleta and the Rosewood Miramar Beach Resort, a redevelopment of the historic 14-acre seaside resort originally established in 1887.

Mr. Zemke has also contributed to educational, residential, roadway, retail, and utility improvement projects. His school experience includes the Monte Vista Elementary School Library and ADA Improvements project in Santa Barbara, which included grading, drainage, accessibility improvements, and utility design.

Residential project experience includes the Village at Los Carneros in Goleta, a 43-acre, 465-unit residential development consisting of single-family homes, multi-family units, affordable housing, market-rate apartments, a public park, and recreational facilities. He also contributed to the Peoples’ Self-Help Housing project at the Villages at Los Carneros, consisting of four buildings and 70 affordable rental units.

Additional experience includes roadway improvements, single-family residential developments, retail projects, and wastewater infrastructure, including the Carpinteria Bluffs Sewer Main Replacement project in Carpinteria, California.
