Timothy D. Gaasch, P.E.

Mr. Gaasch brings more than 30 years of experience managing municipal construction and capital improvement projects and recently joined Flowers & Associates, Inc. as a key member of the construction management team. Prior to joining F&A, he served with the City of Santa Barbara, where he managed 76 Capital Improvement Projects involving water and wastewater systems, bridge replacements, roadway reconstruction, slurry seal projects, building renovations, and waterfront improvements.

Throughout his career with the City of Santa Barbara, Mr. Gaasch was responsible for all phases of project delivery, including design coordination, permitting, construction management, inspection, and coordination with private developments and outside agencies such as Caltrans and the County of Santa Barbara. His extensive public works experience provides valuable insight into agency requirements, contractor coordination, and successful project implementation.

Mr. Gaasch has significant experience managing complex water infrastructure projects, including water main replacement, booster pump station improvements, groundwater well development, and reservoir rehabilitation. His water system experience includes the replacement of more than 40,000 feet of water main through nine separate annual replacement programs, involving PVC, ductile iron, and HDPE piping systems, along with associated valves and appurtenances. These projects required extensive coordination with existing utilities, underground structures, and active water system operations.

His experience also includes managing improvements to Santa Barbara’s extensive pressure zone and pumping infrastructure, which serves areas with nearly 1,500 feet of elevation change throughout the City. Notable projects include the Campanil Pump Station Improvements Project, which replaced pumps and control systems serving a pressurized storage tank, and the Cater Crosstie and South Coast Booster Pump Replacement Project, which included pump replacements, variable frequency drives, SCADA improvements, and emergency generator installation.

In addition to water infrastructure, Mr. Gaasch has managed numerous roadway and public improvement projects, ranging from slurry seals and pavement overlays to new roadway construction, traffic calming improvements, and bridge replacements. His practical construction experience and understanding of municipal operations allow him to effectively anticipate challenges, coordinate stakeholders, and deliver successful projects for public agencies.
