Mr. Morales began his engineering career as a Field Engineer on the California High Speed Rail Project, where he was responsible for construction quality control and inspection activities. His responsibilities included monitoring drilled shaft and foundation construction, including review of secant piles, rebar cage installation, concrete placement, orientation, and alignment to verify compliance with project specifications and accepted tolerances. He prepared daily drill shaft excavation reports, concrete pour reports, verticality reports, and quality control documentation for project management review.

Mr. Morales has extensive experience working on major transportation and infrastructure projects, including the AMC-LAX Project, where he performed inspection of secant pile construction, rebar placement, and concrete operations while ensuring compliance with contract requirements. He prepared daily reports, concrete pour reports, and inspection checklists and coordinated closely with project superintendents, foremen, labor crews, inspectors, and agency personnel.

His experience also includes the Purple Line 2 Project, where he monitored I-beam installation and concrete placement activities, prepared daily inspection documentation, and coordinated with construction management personnel and inspection teams. On the Division 20 Project, Mr. Morales inspected micropile installation and verified drilling operations, grout efflux, and grout density to ensure compliance with project requirements.

Since joining Flowers & Associates, Inc. in 2022, Mr. Morales has supported a variety of construction management and inspection assignments. Recent experience includes construction monitoring for the City of Santa Barbara’s FY22B Pavement Maintenance Project (Overlay) and the City’s FY21B Water Main Replacement Project, where he performed GPS monitoring and general construction inspection services.

Mr. Morales brings valuable field experience in quality control, construction documentation, and contractor coordination. His bilingual communication skills in English and Spanish allow him to effectively coordinate with contractors, inspectors, engineers, and field personnel to support successful project delivery.
