Mr. Tsutsui began working for Flowers & Associates as a Construction Manager in 2023. He has most recently provided weekend and night shift work to the City of Camarillo with duties as construction manager/inspector for the City of Camarillo ST-5123 Road Rehabilitation project.
Mr. Tsutsui has 30 years of experience in the construction industry and has provided construction management and inspection services to numerous agencies within southern California, including several previous successful projects in the City of Camarillo.
He has worked for the State Department of Transportation (Caltrans) and Kiewit and has experience managing projects and personnel on both small and large projects. Additionally, he has worked on a multitude of projects constructing, maintaining and/or inspecting municipal utility infrastructure, including municipal separate storm sewer systems. Previously, he worked for the City of Whittier providing inspection of City sewer construction, including the installation of rapid-set calcium aluminate concrete and epoxy/polyurethane elastomer on both newly-constructed and rehabilitated manhole structures. He has provided inspection for both maintenance and repair of calcium aluminate concrete and mortar on manhole structures in the City of Camarillo during utility lift phases, as well as during the repair of manholes as a contract inspector through PPM Group during the City of Camarillo SS-5042 Sewer Rehabilitation CIPP project.
Mr. Tsutsui is CalOSHA trained and familiar with confined space entry requirements, as well as other relevant and related safety requirements. He was also trained in safety and worked in confined spaces. He has received awards for safe work practices and has produced safety bulletins and attended and conducted many hours of safety training. He is also very familiar with temporary traffic control practices and has trained extensively with and implemented traffic control per WATCH, CATTCH and California MUTCD extensively during the course of his professional duties.
