Wesley C. Barber, P.E., QSD/P

Mr. Barber is a registered professional engineer with extensive experience in a broad range of civil engineering services, with an emphasis on private development and municipal infrastructure projects. His expertise includes project management, technical staff supervision, regulatory coordination, and the planning, analysis, and design of complex civil improvements.

Mr. Barber’s primary focus is stormwater management, including drainage and flood control projects, hydrologic and hydraulic analysis, computer modeling, stormwater quality assessment, and treatment system design. He also brings significant experience in erosion and sediment control as a registered Qualified SWPPP Developer (QSD) and Qualified SWPPP Practitioner (QSP), providing expertise in regulatory compliance, temporary and permanent erosion control measures, grading, drainage, roadway, and utility design. His additional experience includes sanitary sewer system analysis, modeling, and design.

As a drainage engineer, Mr. Barber has prepared civil improvement plans for residential, mixed-use, commercial, and municipal projects, including grading plans, roadway improvements, utility systems, drainage facilities, hydraulic analyses, specifications, cost estimates, hydrology and hydraulic reports, and sanitary sewer studies. Representative projects include Rancho Monte Alegre, Cavaletto Tree Farm, CVS Pharmacy – Las Vegas, Cambay Residential Subdivision, National Avenue Erosion Control Project in Lake Tahoe, and the Firenze Residential Subdivision.

Mr. Barber’s project responsibilities have included preliminary permitting, environmental documentation support, drainage facility analysis and design, erosion control planning, stormwater quality improvements, preparation of construction documents, contract administration, construction inspection, client coordination, regulatory agency communication, and structural design support. Additional project experience includes Town and Country Storage/Business Center, North Lookout Mountain Ski Pod at Northstar Ski Resort, the Midway to Squaw Valley Class I Bike Trail, and the Lower Squaw Creek Emergency Rechannelization Project.

Following the severe Montecito debris flow events, Mr. Barber assisted property owners with flood- and debris-related property rehabilitation and improvement projects. He has also contributed to preliminary studies and design evaluations for a potential large-scale debris basin on San Ysidro Creek in Montecito. His work included reviewing preliminary designs prepared by the Santa Barbara County Flood Control and Water Conservation District, conducting site reconnaissance, performing preliminary hydrologic evaluations, and developing preliminary grading concepts intended to improve future public safety in high-risk areas.
